- No missionary among the heathens shall be permitted to enter the territory of the Z. A. Republic except if the heathens themselves make such a request to the Government.
- When the Government has investigated the desirability of acceding to the request, it shall appoint a missionary who complies with the requirements of Clause 21 of the Constitution. [Clause 21. The nation chooses not to permit any Roman Churches in its midst, nor any Protestant Churches other than those for which the sum total of Christian belief is contained in the Heidelberg Catechism.]
- The Government reserves the right to decide where a mission station may be erected, and can at any time, when required by the interests of the state, transfer or close down a mission station.
- No-one shall have the right to erect a mission station on any land within this Republic without permission from the Government, in accordance with clause 38 of the Veldcornet’s Directions, and also in accordance with the above-mentioned rules.
- Every missionary shall be obliged to act in terms of the Constitution, and all existing and future legislation.
- Every missionary or captain is obliged to hand over immediately any person who is summoned by any official of the Republic.
- Every missionary is obliged to be very careful to ensure that if he knows of any plans or undertakings against the state or its inhabitants, by coloureds of his station or of the tribe among whom he is living, he shall immediately inform the Government or the closest official. If he neglects this duty he will be regarded and treated as an accomplice in the plans or the undertakings.
