There are ways in which we know that we have failed \_ a growing consciousness brought about in our collective mind by the Holy Spirit. \par }\pard \nowidctlpar\adjustright {\f1\fs23\cgrid0 \par }\pard \qj\nowidctlpar\adjustright {\f1\fs23\cgrid0 By international policy the Army has refrained from political involvement, though seeking to condemn morally unacceptable practices. In 1986 our then General, Eva Burrows, issued a statement in London that clearly condemned apartheid. With people of all kind s of political persuasion in our ranks, we chose to remain silent, a sin of omission which we now deeply regret. it is true that some Salvationists in fact requested that silence because of the repercussions they would suffer as a result, the regime being what it was. Nevertheless this failure dehumanised our people and demonised the agents of change, eroding trust in all relationships. \par }\pard \nowidctlpar\adjustright {\f1\fs23\cgrid0 \par }\pard \qj\nowidctlpar\adjustright {\f1\fs23\cgrid0 All Salvation Army gatherings since our 1883 beginnings have been open to all races. Our failure has been in allowing the recognition of separate ethnic groupings, seen as normal at the time, but which fostered the idea of separate development. We did not see God's justice as being grounded in God's love and some of our people have been morally violated by the inequitable di stribution of resources available to us. We did not, as Moses enjoins, 'follow justice and justice alone' (Deut. 16:20). \par }\pard \nowidctlpar\adjustright {\f1\fs23\cgrid0 \par }\pard \qj\nowidctlpar\adjustright {\f1\fs23\cgrid0 Part of the heritage of many English\_speaking churches has been pietistic and we are no exception. While we did care for body and soul, we ought more strongly to have attacked the evil which wrecked both bodies and souls in the first place. Professing an apolitical stance, we used this to avoid the kind of protest for which the early Salvation Army was known. We became self\_ satisfied and paternal, introspective about own affairs and insensitive to what was happening around us. As an Army we did not wilfully commit racial acts. Indeed we were able to bring healing and help in some of the worst affected areas simply because we were trusted not to become embroiled in party politics. Still, we failed to 'stand up and be counted' when it mattered most \_ and that is painful for us. \par }\pard \nowidctlpar\adjustright {\f2\fs23\cgrid0 \par }\pard \qj\nowidctlpar\adjustright {\f2\fs23\cgrid0 In 1995 we initiated a territory\_wide process of reconciliation which included public commitment by Salva tionist officers and laity alike to sign pledge cards. Last October, during the visit of General Paul A Rader to South Africa, a specially bound 'Book of Reconciliation"' containing these and other signatures was presented to him. A Cairn of Reconciliatio n was built at the Car] Sithole Centre in Soweto and dedicated by the General. In part it read that we, the Salvationists of the Southern Africa Territory 'recognise each other as brothers and sisters in the family of God, pledge to work together in the sp irit of forgiveness, love and acceptance and undertake to evangelise through reconciliation'. \par }\pard \nowidctlpar\adjustright {\f2\fs23\cgrid0 \par }\pard \qj\nowidctlpar\adjustright {\f2\fs23\cgrid0 Returning to the South African Council of Churches of our own volition, in }{\b\f2\fs23\cgrid0 1994, }{\f2\fs23\cgrid0 The Salvation Army is committed to following through on the reconciliation proces s, to a balancing of the priestly and prophetic roles in ministry, to the just redistribution of resources in South Africa and to continue to offer pastoral care to the victims and perpetrators of apartheid\_ era crimes.
