Functional Strategic Overviews

The main purpose of the Functional Strategic Overview (FSO) workstreams was to examine a particular support function within the University and to define both the required role of the function in the future, as well as what would be required for that role to be effectively delivered. It is important to note that each overview was of a particular function and not necessarily of a particular support department. For example, the finance function within the University as a whole is delivered both by the central Finance Department and also by the Faculty finance offices within each Faculty.

The key deliverables of the FSO workstreams were to:

  • Define the strategic role of each function
  • Outline the high-level "to-be" processes required to deliver the role
  • Suggest a high-level organisational structure
  • Propose the necessary governance structure, where necessary, and define the roles and responsibilities (RACI) for the high-level "to-be" processes
  • Identify any policy changes or new policies required to support the "to-be" processes
  • Prepare a resource and cost-benefit gap analysis
  • Provide high-level plans for implementation.
